Thanks to Google and Tim Lones’ Cleveland Classic Media Website I found that the late Joe Finan was the Atlantic Weatherman for a time here in Cleveland. (The Atlantic Weatherman being sponsored by the old Atlantic Petroleum Company.)
My guess, then, is that the gentleman in the picture is Joe Finan.
I was a kid when Mr. Jingeling was a fixture of Christmastime in 1960s Cleveland, so his alter ego Earl Keyes certainly doesn’t appear as I would have expected in the above picture. It looks as though he represented Atlantic very well in whatever he was doing there.
As a side benefit to taking a guess at the identity of the person in the picture, it was interesting to discover Joe Finan did television work in Cleveland as the Atlantic Weatherman. I formerly knew of him strictly as a well established radio personality.

Worked with Joe Finan when he did the Atlantic Weatrger at Ch. 3 in 1959. That’s not he. Try a young, slim Earl Keyes.

That is absolutely Earl Keyes.
